Colour Blur Effect

Follow this tutorial on chromatic aberration (http://www.schoolofmotion.com/chromatic-aberration/)

Basicly what that means is separating your video into three colour channels and having them slightly offset to create that colour fringe.

Once you have them separated, pretty sure the guy in the video did was offset them in time. Make them all start a few frames after each other.
