premiere does a pretty good job, but no matter what you use, it'll alwyas be choppy. all it does is slow down the frames, but there's only a finite number of frames taken (usually 30 or 24 frames/sec) when you see really nice slow-mo in movies and stuff, they used film but sped the film up when it was recording to like 100 or more frames/sec so they can slow it down a LOT and it looks nice. go buy an old 16mm film camera from a pawn shop that has adjustable speed, you jsut have to get the film developed is all!
