My guess is that he's referring to liquid dubstep, which is more melodic and textural than normal dubstep. Especially in contrast to Americanized harder dubstep (Skrillex, Bassnectar et. al.), liquid is more relaxed, doesn't "drop" as hard, is almost never agressive, and usually makes very little use of the midrange and focuses more on the lows. I hardly consider Americanized shit dubstep.

Whether its dub, liquid dub or glitch hop OPs looking for, Soundcloud is absolutely your best friend. So much good shit pops up there each day.

also look for dubstep with female vocals such as by belle humble / ellie goulding

this isn't dubstep but its got a kind of reggae vibe to it. not really sure where it sits genre wise but it's a fucking nice tune

 
The Kryptic Minds album that came out on Swamp81 is pretty mellow and deep. One of Us is what its called.
