Cant adjust belt deflection

I cant get the belt "tight" in a ski doo summit 2012 and there are this pieces of something laying around. What can be the problem?

Have you tried unplugging it and plugging it back in?

Only replaced belts in lawn mowers but that he to be almost the same thing…. For real though double check the belt run in the manual to make sure it’s being run correctly and then make sure your tensioner is working as well
