Get a mirrorless camera that's in your price range. They usually have a good bang for your buck with video quality.

Last year I got a Canon 80d. Pretty awesome all around camera, amazing for video and photography also if that matters to you.

Sony A6000 series (a6300 is like $900 now) is really good if your budget allows. Cameras like the Lumix GH4 would be good too (might try going refurbished for budgeting). Would also check out B&H since their customer service is pretty good for this sorta thing and they always have a massive selection for anything camera related.

You can get a cheap canon rebel that will help you learn the basics while not breaking the bank.
