Building a rail with a 9 1/2 foot pvc pipe

so i erm... acquired this 9 1/2 foot pvc pipe thats 2 inches wide. i was thinking about bolting it to a 9 1/2 foot 2x4 with the 2x4 mounted to 3 legs 18 inches tall. my dad is being a pussy and saying it wont work, so any thoughts/ ideas? thanks
