Booster strap question

I know this is a repost but I could not find anything that actually answered my question

I recently bought Booster straps and successfully removed the old strap which were held to my boot by a rivet.Now its time to drill a hole in the Booster strap to connect it to the boot,were should I drill the hole?When i try to tighten them now(not yet drilled to boot)they don't get tight enough because they are moving around.So basically i need some advice on how to install the straps.

Strap them down and get them where you want them to be when you are skiing and have them tight, and slide/rotate them around to make sure the stretched elastic part is centered in the front. Then make a mark or punch a starter hole in the middle of the strap where your rivet is. Make sure the hole is in the middle of the strap.
 
Center the elastic where you would want it on the front of your boot. Then punch or drill the hole in the middle of the strap at the back of your boot.
 
drilling a hole in the strap can cause it to fray. The best way to put a hole in the strap is to heat up an old #2 phillips head screwdriver and melt a hole through the strap. This will ensure that it doesn't fray because you cauterize the hole at the same time that you create it. It's also waaay easier and turns out really well.

Plus, always make sure to use some kind of washer between the strap and screw head when you install it on the boot.
