Best DSLR Camera to start

Looking to get a camera specifically a DSLR for getting some pics of urban and a little filming. I really don't know too much about cameras, but I'm looking for something like 300-400 dollars. Links to good cameras/websites that are the cheapest are appreciated.
 
I have a Nikon D2300 and it has treated me pretty well. Good entry lever DSLR. Ive used it for filming and taking pictures and everything has turned out well
 
dont even think about getting a nikon if you will be doing any filming. they are shicking compared to canon.

i would recommend the t3i/600d as a good place to start. dont go any lower than that.

I mean in what aspect based on video? if you're paying the price for a t3i a d5300 films 1080 in 60p now, and the t3i doesn't. It also supposedly has less moire/is better than low light than the t_i series. You may have been right 2-4 years ago but you certainly are not now.

That being said, it sounds like OP is more interested in the photo aspect in which case, either would be fine
 
I started off with a t2i and still use it to this day as a B camera. If you're interested I can let go of it for pretty cheap.

Pmd... Looking for something that takes very nice quality pics. also good flash and capable of taking sharp video.

most DSLRs on the market will take "quality" pics - but what is your definition of quality? if it has to do with image quality that has very little to do with the camera itself and more to do with the lens you are using

no built in DSLR flash is good IMO, you will likely have to buy an external flash. dont let the flash be a selling feature for the body.

sharp video is very much like good quality pics, its less about what camera you are using, and more about what type of glass you have.

300 - 400 is not going to get you everything you need to produce what your looking for. you will likely only get the body and perhaps a flash for that price. a good quality lens is worth more than your whole budget. Also to film with a DSLR you require some form of rig for stabilization. not saying dont do it, just letting you know what to expect
