Depends on how you define “all time.” If its a personal choice, i listen to so much good music from back in the day by the album that its too hard to choose but for me currently, ive been digging “Close to the Edge” by Yes recently. For more poppy stuff, maybe totos first album or something from fleetwood mac..

my spotify stats however would probably recommend fear of a blank planet from porcupine tree.

Plenty of albums out there with a load of goated songs but in order for an album itself to be the best, I believe the songs must relate to each other as part of a collective story and must be played in order. Plenty of amazing albums where the experience isn't changed by listening to them on shuffle.
 
Therefore I guess I gotta go with The Wall or Dark Side, even though I'd rather listen to quite a few others and Animals has three of my favorite songs of all time, they can be listened to in any order just fine.

I will never get sick of listening to "In the aeroplane over the sea" by Neutral Milk Hotel start to finish. Wouldn't say it's the best album ever because that's a silly thing to claim.

as far as rap albums AT.LONG.LAST.A$AP had a homeless guy on five features and it's amazing. I'd also throw Finally Rich up there, Enter The Wu-Tang, for rock I'd go Van Halen or Metallica's self titled albums, other genres Tame Impala's Currents and IGOR as other people mentioned. Did a final project for school on IGOR the storyline and depth is super compelling

I listened to Igor for the first time without the story and it was cool, but then I learned about the story and now it’s my favorite. Not all albums have a storyline with a theme
 
The Miseducation of Lauryn Hill : It flows so well, strong messages in the music, has so much personality, all of the skits and interludes tie it all together. There's not a weak song on the album and it's beautifully produced.

In The Court of The Crimson King- King Crimson: Epic rock, everything from the album art through production is totally consistent. To me it's the most iconic album art which pairs with the music to a T.

Broadcasting From Home- Penguin Cafe Orchestra: I just feel elated with every piece of music on this album. Simon Jeffes was a genius. I could and do listen to this music every day and I never get tired of it.

Kind of Blue- Miles Davis : I've been listening to this for most of my life and it never gets old. Some of the greatest musicians of all time are on it.
