graffiti, for the most part, is art used just for vandalism, and a lot of the time have gang relations.

street art, on the other hand, is usually used as an attempt to have their work communicate with everyday people about socially relevant themes in ways that are informed by aesthetic values without being imprisoned by them.

Street artists like Banksy and Shepard Fairey make art in public places to get people looking and thinking about art, who dont visit galleries or shows. Their art is controversial, but it is visually stimulating. The argument about what is graffiti and what is art and why it is illegal is part of Shepards idea with the "Obey" line. The idea was to make people question why they obey, and what to obey, and all it takes is a message on a wall telling them to obey, to make them question authority.
