Audio Editing Help

This is probably a long shot, but if someone could help me out, I'd be forever greatful.

I need this song:

To be cut so it starts at 3:39 and ends at 4:38

From 3:39 to 3:57 I want it to be quieter and sound like its muffled in a tube kinda almost echoey but without any echoes..

at 3:57, right before she says "HEY" the muffled tube sound stops and it goes back to regular sound.

Thats all I need, audio to be cut, and a small effect to be used. If you can do this for me +k, it would seriously help a ton.

 
don't know how to do the muffly tube thing, but the rest is pretty easy. If you want it for an edit, you can get aways with doing most of it in premiere, though people who actually do audio work will probably frown upon this haha. Download the song, play to where you want, make a cut (split it, B if you use final cut shortcuts), then delete the first part. Do the same thing with the end part to get it to end where you want. split it again where it says "HEY" so that everything in the section after is what you want to keep regular. reduce the volume in the first part by double clicking it, and there may even be an echo/muffle effect that you can lay over the first part right in premiere, I'm not 100% sure. There are better ways to do this, but there is nothing wrong with doing it this way, and regardless, the overall process should be the same in theory. I know I'm not doing it for you, but this should help. If it doesn't make sense, I can try to elaborate, or maybe someone else has the time to actually make it.
