Are Pros Exempt from Covid Travel Restrictions?

I keep seeing instagram posts from pros in Austria right now, and as far as I know, no American is allowed in Europe unless they have residency there or are on essential business. Does being a pro skier and needing to train count as "essential business" or is there some other loophole that they use?
 
The US team probably has some exemptions, you can't just say "I'm a pro skier, i need to ski for my job" they certainly have worked out something with Austria.

The national teams make these things work. Europe had a few bigger sports events (mainly track and field) during the summer with athletes all around europe and that was not an issue.

Athletes are pretty much an exemption to the travel bans as long as they behave and event organizers come up with even decent corona-prevention measures.
