quite a while ago actually. Disney made the first 360 degree camera (well, cameras. It consisted of 9 different cameras arranged in a way to get a full 360 degree FOV) way back in the 1950's.

The first video camera like this one was made in 2004 though. It's called "Immersive Video." Google it.
