I do not think that the president of a school has the power to raise taxes to a township or a city. I also do not think that the school president has the power to decide whether or not women can have their babies or not

I disagree. It is clear that not every single underage drinker gets arrested. If that were true, the local government's income would be much higher due to higher income from fines. I think your logic is seriously flawed on this point
