This rail is Downtown Ottawa. And the problem with it is that there is NO inrun, right behind where this guy is standing to take the picture is a massive intersection.
The only way to get speed is to get towed in by a car and that would require the car to pretty much go through the intersection on the wrong side of the street.
You would have to do it right after a huge snowfall before the plows cames, early in the morn when there is no traffic for it to be an ideal hit.
